Various Definitions of Human Resource Management and Personnel Management

Various Definitions of Human Resource Management

1."Human Resource Management encompasses those activities designed to provide for coordinate the human resources of an organization."
HUMAN RESOURCE MANAGEMENT, Sixth Edition
Lloyd L. Byars and Leslie W. Rue

I will agree with the authors about their definition of human resource management because it really deals those activities that encompasses the human resource of an organization.

2."Personnel Management may be defined as the process of developing, applying policies, procedures, methods, and programs relating to the individual in the organization."
PERSONNEL AND INDUSTRIAL RELATIONS, A MANAGERIAL APPROACH, Fourth Edition
John B. Miner and Mary Green Miner

The definition here about personnel management is just the same as the definition above only that it specifies some activities of personnel management.

3."Human Resource Management or Personnel Management consists of managerial functions of planning, organizing, directing and controlling of the human resources of an organization using the personnel operative functions of: personnel planning; recruitment; selection and placement; training and development: performance rating; compensation; maintenance; and labor relations to accomplish individual, organizational and societical goals or objectives."
PERSONNEL MANAGEMENT, THE EFFECTIVE MANAGEMENT OF EMPLOYEES
Pacita Arguelles Abasolo

In this definition, the author really stated the functions of human resource management or personnel management such as personnel planning; recruitment; selection and placement; training, etc.

4."Personnel Management has been described as the field of management which has to do with planning, organizing, and controlling various operative functions of procuring, developing, maintaining and utilizing a labor force such that the

a.) Objectives for which the company is established are attained economically and effectively
b.) Objectives of all levels of personnel are served to the highest possible degree
c.) Objectives of the community are duly considered and served."
PERSONNEL MANAGEMENT, Third Edition
Conrado P. Angeles, Rolando M. Garcia

In this definition, it stated that personnel management has functions such that the objectives of the company, personnel and the community are also being taken care of. I think this definition is also nice because it includes the objectives of the community and not only the about the company and the personnel.

5. Personnel Management refers to the handling, directing, and controlling of individual employees rather than of employee as a group. It deals with individual relationships, including employees problems with management with employees as non-organized groups. It covers the acquisition and retention of competent employees through proper recruitment, selection, placement, utilization and development.
PERSONNEL AND HUMAN RESOURCE MANAGEMENT, Sixth Edition
Perfecto S. Sison

In this definition, personnel management focuses on individual employees rather than employee as a group and it really must include employee relations because it is one of the most important factor in an organization.

The 5 definitions above are almost the same because it deals with one thing- the people in an organization.

Consultation and Revision Week

Last Monday morning, we had our consultation with Mr. Gamboa for our major paper. He said that the user interface are good but he wants to see also the ERD. So by Tuesday, we revised our paper with the help of Anthony Rigor to help us in the user interface.

Wednesday was our next consultation day for our major paper. Mr. Gamboa would only entertain consultation if the group members are present in his eyes when they consult their papers. So we make sure that all members of our group will see Mr. Gamboa so that he will entertain us. He said that our user interface was nice but our ERD is incomplete. He also commented on the fields of our user interface if all the informations in our UI are the informations needed by the company. We were not sure if those are the informations needed. That's why he said to us that our papers must be countersigned first by the company before returning to him. He also wants to see the complete ERD and the Database for our major paper. He also said that our major paper is 75% finished.

Our next move is to consult our papers to our adopted company and have it countersigned. Hope we can do that by Monday.

Human Resource Management

Our assignment is to interview a personnel/ human resource manager on his/her concept on the nature, scope and role of human resource management, explain if we agree or disagree to him/her and is his/her concept similar to that of the management of his/ organization and if not, ask him/her how the differences are settled.

For this assignment, we asked Mam Gerlie P. Sayon of DcTech about it. She said that the Human Resource functions includes a variety of activities, and the key among them is deciding what staffing needs you have and whether to use independent contractors or hire employees to fill these needs, recruiting and training the best employees, ensuring they are high performers, dealing with performance issues, and ensuring your personnel and management practices conform to various regulations. Activities also include managing your approach to employee benefits and compensation, employee records and personnel policies. However, they should always ensure that employees have, and are aware of, personnel policies which conform to current regulations. These policies are often in the form of employee manuals, which all employees have.

I agree with what she said about human resource management because that is HRM almost about. HRM is about employees in an organization being hired and trained to become a better employee for their company. It is also about dealing the employees' performance issues, managing their compensation and benefits, and making sure that the employee is having a good relationship with other employees.

Her concept about HR function are similar with what is in the organization right now. She as an HR personnel must perform all the function that is expected to her.

Making the Major Paper

Yesterday morning, me and my groupmates started making the model database and the technical paper of our HRIS Proposal for our adopted company. We were in school yesterday morning then we went to our house at 3'o clock in the afternoon.

It was really very hard for us to make the model database but we tried our best to make and finish it so that we can have our consultation on Monday. We made the database overnight then we finished it earlier this morning. Wow! It really took us that long. Even though we had not really finished the major paper because it still lacks some information, we have something to consult with to Sir Gamboa.

I hope that Sir Gamboa is in school tomorrow so that we can consult to him what we have done so far in our HRIS Proposal.

Making the Database

Earlier this afternoon, me and my groupmates made the database for our HRIS Proposal for our adopted company. We made the database in school because one of my groupmates brought a laptop. We went inside a classroom and started making it.

It was really hard making the database. Even though we don't have to make the actual database or the software itself, it was really hard for us to start because we only have a little knowledge in creating a database in a software. It's because we are still in DBAD I(Database Analysis and Design I) and we have not yet tackled how to create a software. We really had a hard time.

Fortunately, one of our friends who had finished DBAD II, found us in a classroom and helped us in creating the database for our adopted company. Thanks to him.

We are not finished yet in our database. We will still continue it tomorrow. Hope that we can finish it so that we can have our consultation with Mr. Gamboa .

Making Our Introduction

Last Monday, me and my groupmates started making the introduction for our proposal. We also made the background of the study, objectives of the proposal and the scope and limitations.

We first made the drafts at the library. We borrowed some thesis there to see the patterns on making the drafts. Then after that, we went to a study area in the College of Technology to finalize the draft and to decide who will type it.

After the introduction, our next move will be creating the model database.

Hope we can finish the papers by this week so that we can have our consultation by next week.

Our Interview To Our Adopted Company

Earlier, we went to Concentrix to interview Mr. Mahedy Brizuela, one of the people from their HR Department. We ask him about their structure in HR Department. We also asked him about their system in HR Dept., on how the system flows, etc. The interview was good and sir Mahedy was an approachable person. We almost got what we need from the interview.

Now, that we have the system, maybe by next day, we can start making the database.

We have no class for today. Sir Cagape met us in the morning and said to us that he will not meet us today but we will have our exam on Monday. Sir Reyes already announced that we will have no class for this week.

So, because we have time, we decided to make a gannt chart. We made it in the house of one of my groupmates.

Hope that we can pass our gannt chart this week. I hope also that we will pass our midterm exams next week.

A Visit To Our Adapted Company:Giving A Letter For The Proposal

Earlier, we went to our adapted company, Concentrix(Formerly Link2Support) to give them a letter stating that we want to make a HRIS Proposal for their company. We will wait for their reply for the interview but earlier, sir Mahedy had explained to us how their system works. It was a help for us on where and how will we start the interview.

BPO-HR Recruitment Forum

BPO HR AND RECRUITMENT FORUM

Earlier, me and my classmates attended the BPO-HR and Recruitment Forum at the Ground Floor of Sangguniang Panglungsod. We came in around about 10:30 AM and have listened to some of the speakers of Cybercity. Their topic is about the call center industry. Then after that, one of the speakers also from Cybercity had also a seminar for teachers on how to guide the students in pursuing a career in the BPO industry.

Then in the afternoon, we listened to the next speaker. He is a trainee from MTC. He is visually impaired and just finished his training in being a Medical Transcriptionist. He told us his story of pursuing a career in the BPO industry despite of his disability. Then after that, we listened to another speaker from eTelecare. She tackles about their company and about being in a call center industry. Then, after, we listened to a speaker from SuRecruit. She shared to us the same topic as well.

I really liked the forum. I learned a lot from the speakers. It made my eyes open about the BPO industry and how important the industry is in our country.

SONA 2008

President Gloria Macapagal-Arroyo delivered her 8th State of the Nation Address last July 28,2008. In her SONA, there were some areas related to Human Resource Management.

Some of these areas related to Human Resource Management were:

1.Land Reforms for Farmers-
"Sa SONA noong 2001, sinabi ko, bawat taon, mamamahagi tayo ng dalawang daang libong ektarya sa reporma sa lupa: 100,000 hectares of private farmland and 100,000 of public farmland, including ancestral domains. Di hamak mahigit sa target ang naipamahagi natin sa nakaraang pitong taon: 854,000 hectares of private farmland, 797,000 of public farmland, and Certificates of Ancestral Domain for 525,000 hectares. Including, over a 100,000 hectares for Bugkalots in Quirino, Aurora, and Nueva Vizcaya.

Agrarian reform should not merely
subdivide misery, it must raise living standards. Ownership raises the farmer from his but productivity will keep him on his feet.

Sinimula ng aking ama ang land reform noong 1963. Upang mabuo ito, the extension of CARP with reforms is top priority. I will continue to do all I can for the rural as well as urban poor. Ayaw natin na paglaya ng tenant sa landlord, mapapasa-ilalim naman sa usurero. Former tenants must be empowered to become agribusinessmen by allowing their
land to be used as collateral.

Dapat mapalaya ng reporma sa lupa ang magsasaka sa pagiging alipin sa iba. Dapat bigyan ang magsasaka ng dangal bilang taong malaya at di hawak ninuman. We must curb the recklessness that gives land without the means to make it productive and bites off more than
beneficiaries can chew.

At the same time, I want the rackets out of agrarian reform: the threats to take and therefore undervalue land, the conspiracies to overvalue it. Dapat nating linisin ang landas para sa mga ibig magpursige sa pagsasaka, taglay ang pananalig na ang lupa ay sasagip sa atin sa huli kung gamitin natin ito nang maayos. "

If farmers would have their own land, they can work well and can help the country in producing rice.

2.Pensions for Employees-
"GSIS pensions have been indexed to inflation and have increased every year since 2001. Its salary loan availments have increased from two months equivalent to 10 months, the highest of any system public or private—while repayments have been stretched out.

Pag-Ibig housing loans increased from P3.82 billion in 2001 to P22.6 billion in 2007. This year it experienced an 84% increase in the first four months alone. Super heating na. Dapat dagdagan ng GSIS at buksan muli ng SSS ang pautang sa pabahay. I ask Congress to pass a bill allowing SSS to do housing loans beyond the present 10% limitation. "

If employees were given pensions and benefits such as these, employees would work hard because they know that these are the benefits that they can get.

3. More Jobs-
"Ginagawa nating labor-intensiveang paggawa at pag-ayos ng kalsada at patubig. Noong SONA ng 2001, naglunsad tayo sa NCR ng patrabaho para sa 20,000 na out of school youth, na tinawag OYSTER. Ngayon, mahigit 20,000 ang ineempleyo ng OYSTER sa buong bansa. In disaster-stricken areas, we have a cash-for-work program."

If people would have jobs, they can now live a better life because they can afford the basic needs.

The President said in her SONA that she really cares for the people in our country. I hope that she will implement more projects for the people in our country.

Last night, the Institute of Computing conducted an Acquaintance Party at the Social Hall. The purpose of the said event is to welcome the students, especially the first year students, in the Institute of Computing.

The show started around 6-6:35. Mr. John David Peralta lead the prayer and Mr. Jan Neil Gador, the governor of IC, gave the Opening Remarks. Engr. Val Quimno, the IC Dean, also gave some inspiring message. After his speech, the ICEANS had a dinner, courtesy of Kenny Rogers.

There was also an acoustic challenge where 3 groups showcased also their talents. The MIS students also under Mr. Randy Gamboa promoted "Green Campus Computing" .

The show was really fun. Also, the two hosts of last night's show were really funny and entertaining. The ICEANS were having fun.

I can say that the party is successful the students were having fun. Hope that the next Acquaintance party next year will be more fun.

Our Adopted Company:Concentrix Corporation(Formerly Link2Support)

Last Friday, we visited our adopted company, Concentrix Corporation(Formerly Link2Support) at Lanang. We went there about around 4-4:30 in the afternoon.

We were excited, at the same time nervous too because it's our first interview. But the people there really welcomed us and treated us nicely. So we became calm and relaxed.

We had our interview with Sir Lou Joe S. Cainday, the HR Supervisor in Organizational Development. We asked him questions about our topic. The interview was good and it took us almost one hour.

Then after the interview, Sir Mahedy G. Brizuela, HR Specialist toured us in their company. Their company is nice even though it is really not that big. They have many computers inside and they are really using advanced technologies. We also had a picture taking.

Earlier, we called the company to ask if we can observe their Human Resource Information System. But they said that they cannot let us do the observation because it's the policy if the company not to show it because all the files there are confidential. Too bad. But still, the experience in entering a call center company is also a good and nice experience.

Giving Letters to Companies: A Hard Thing To Do

Last Wednesday, me and my groupmates in HRM went to different companies and industries to give letters to them to allow us to conduct a case study about their company's HRIS.

We had 7 letters for 7 different industries. So we divided the task in giving letters. The 3 members will give letters to their assigned company and the others will also visit as well their assigned companies.

It was a hard thing to do because some of the industries did not really approve our letters for some reasons. Lucky for us also that there are some industries that accepted our letters, but we will wait for their approval first.

We are just really hoping that we can visit a company for our case study so that we will have something to share for our topic when it is our time to share.

Module 4

Last Thursday, the 4th sharers shared their topic about Job Organization and Information. They shared about Job analysis, Job design, and Job evaluation. They defined it, differentiate it, and explained their importance. They also shared their experiences in their adapted company, LYR Marketing.

Now it's clear to me the difference of Job analysis, Job design and Job evaluation. Thanks to the sharers.

Module 3

Last Tuesday, the 3rd shared their topic about Human Resources Department in the Organization.
They shared to the class the Organization Structure of Human Resources department and the functions and composition of the human resources department and qualifications of its staff. They also shared to us their experience in their adapted company, the City Hall of Davao. They also shared to us the the structures of the City Hall and the structure of the HR Department of the said company.

I also learned a lot from the sharers about their topic and about the City Hall of Davao.

Human Beings

"Human beings are the most important, potent and critical, resource of any organization, and yet the least understood and the worst managed of its resources"

In my own opinion about the quote above, human beings are the most important, potent and critical resources in an organization because they are the ones who work and make the company grow. And because of that, the status of the company lies in their hands. That’s how important human beings are in an organization.

But even though they are important resources in an organization, they are also the least understood and the worst managed. Why? For me, I think they are least understood because human beings in an organization have different attitudes. We don’t know their real colors. Also, sometimes there moods change. This can affect their work and their relationship with other workers. And maybe also this is the same reason why they are the worst managed of the organization’s resources. That's why human beings should be managed well.

That’s how crucial the part being played by the human beings in an organization.

Relevance of HRM in our course

Last last tuesday, our teacher asked us why is Human Resource Management included in our course. I also wonder why is it included.

For me, I think it is included in our course so that we will also have knowledge in managing Human Resource in a department and to know how important Human Resource is in a company.

Because we have knowledge about new technologies, we may be the important person in the company because the status of the company is in our hands. And because maybe, new technologies will arise in the next few years, the subject HRM is included in our course so that we could understand the importance of manpower in a company even though there are many big machines now in companies.

Also, for me, maybe it is included in our course because if we could have knowledge in HRM, then we could use our knowledge in managing files in a database because that's what they are using in most companies nowadays. They keep and manage files of their employees in a database. So maybe it is also one of the reason why it is included in our course.

21st Century Corporations

We are in the 21st century right now, and for me, these century will be a century of progress, productivity and development because there will be new technologies that will arise.

These new technologies today are one of the main reasons why corporations today become more productive and competitive, and also, because of humans who operate this technologies, it become more useful to the corporations.

Manpower in a corporation is very important because they are the ones who makes the corporations grow because they are the ones who are working. But there are some corporations today that depends on big machines, although they have manpower, but they were less. And maybe in the next 30 to 50 years, machines and robots will rule in companies and corporations. These can make corporations more productive and competetive. But what about the people? There will be some corporations that will still need manpower, but depends more on big machines.

For me, there is no doubt that corporations in the 21st century will grow and will become more productive and competitive because of new technologies. But these new technologies will not be useful to the corporation if they were not handled or operated by humans.

Module 2

Earlier in our HRM class, the second group shared about module 2 entitled Overview of Human Resources Management. There were many topics such as:
  • The definition of Human Resource Management
  • The role of human resource in an organization
  • The difference between General Management, Personnel Management and Human Resource Management
  • The external environmental factors that affects HRM
  • Success stories of some companies in the Philippines
  • History of HRM in the Philippines
USEP was the chosen institution of the "sharers". They shared to us the status of HRM in the school.
I have learned many things about their topic. They have shared it very well. Hope that the next "sharers" can also share well their topics and experiences in their chosen company.

HR Downsizing

In a business enterprise, downsizing is reducing the number of employees on the operating payroll. Some users distinguish downsizing from a layoff , with downsizing intended to be a permanent downscaling and a layoff intended to be a temporary downscaling in which employees may later be rehired.

One corporation has undergone downsizing because it wants to undergo restructuring. And that is Borland Software Corporation.

Borland Software Corporation had undergone restructuring program to accelerate its Software Delivery Optimization vision by more closely aligning the Company's investments with its strategic focus on the Application Lifecycle Management market. The restructuring took place last May 2006.

Borland reduced its workforce by approximately 300 employees, or about 20 percent of its regular full-time staff. The majority of staff reductions came from the re-scoping of Borland's international operations. Upon completion of the workforce reduction, geographic consolidation, and planned divestiture of its Developer Tools Group, Borland anticipated annualized cost savings of approximately $60 million.

Specific Structural Changes Include:

  • New Field Operations Function. Borland has combined its Sales and Professional Services functions to create a new Field Operations function. The new field structure is intended to reflect how Borland's most successful customers are approaching their ALM engagements - by enabling skills training and consulting early in the project where benchmarking and process expertise are more likely to ensure a successful outcome from a technology purchase.
  • Customer Support Combined with Research and Development. Borland has folded Customer Support into Research and Development in order to ensure better customer responsiveness, and create a tighter feedback loop between product engineering and customers. This combined organization will focus on improving quality, efficiency and customer focus across Borland's product portfolio.
  • New Business Operations Function. Borland has created a new Business Operations function that will focus on aligning internal processes and systems toward serving customers. Reporting directly to CEO Tod Nielsen, this new function will be led by Borland senior vice president, Chris Barbin.
  • New Vice President of EMEA. Paul Taylor, formerly head of World Wide Sales at Vitria, has been appointed vice president of Borland EMEA. Taylor is responsible for serving customers and developing business across EMEA with a primary focus on Germany, the United Kingdom and France.

The majority of Borland's planned workforce reductions are part of a plan to re-scope its international operations, which currently serves 29 countries.
